persons have criticized the vote by the US House to <a href=\"http:\/\/christianfighterpilot.com\/blog\/2013\/07\/24\/congressman-calls-idea-of-atheist-chaplain-total-nonsense\/\">prevent non-religious personnel from becoming chaplains<\/a>.<\/p>\n<p>In that vein, atheist Jason Torpy has tried to <a href=\"https:\/\/www.facebook.com\/pages\/Military-Association-of-Atheists-Freethinkers-MAAF\/221399971203795?sk=wall#!\/permalink.php?story_fbid=642059589137829&amp;id=221399971203795\">promote the premise<\/a> that the Defense Appropriations amendment proposed by US Rep John Fleming (R-La) didn&#8217;t actually do anything, demonstrating the <a href=\"http:\/\/www.religionnews.com\/2013\/07\/24\/house-rejects-call-to-allow-nonreligious-military-chaplains\/\">&#8220;ignorance&#8221; of the Congressman<\/a>.<\/p>\n<blockquote><p>\u201cThe [amendment] only requires adherence to the applicable instruction, which in no way restricts chaplains to only those who believe in some higher power,\u201d he said. \u201cTheir amendment does nothing&#8230;It just shows their ignorance about atheists, humanists, and military regulations.\u201d<\/p><\/blockquote>\n<p>Actually, Torpy&#8217;s statement demonstrates <em>his<\/em>\u00a0ignorance.\u00a0 The clear language of <a href=\"http:\/\/www.christianfighterpilot.com\/articles\/files\/fleming.pdf\">the amendment <\/a>indicates it wasn&#8217;t written to restrict chaplains to &#8220;those who believe in a higher power.&#8221;\u00a0\u00a0Torpy simply erected a straw man.\u00a0 What it <em>was<\/em> intended to do was prevent <em>non-religious<\/em> personnel from entering the <em>religious<\/em> field of the chaplaincy &#8212;\u00a0and that it clearly does.\u00a0 The amendment simply requires the DoD to continue <!--more-->to abide by guidance &#8212; <a href=\"http:\/\/www.dtic.mil\/whs\/directives\/corres\/pdf\/130428p.pdf\u200e\">Department of Defense Instruction 1304.28<\/a> &#8212; that says<\/p>\n<blockquote><p>To be considered for appointment to serve as a chaplain, a [<strong>religious<\/strong> ministry professional] shall receive an endorsement from a qualified <strong>religious<\/strong> organization&#8230;<\/p><\/blockquote>\n<p>and<\/p>\n<blockquote><p>The RMP [must have] 2 years of <strong>religious<\/strong> leadership experience&#8230;<\/p><\/blockquote>\n<p>The same regulation defines an RMP as<\/p>\n<blockquote><p>An individual endorsed to represent a <strong>religious<\/strong> organization and to conduct its <strong>religious observances or ceremonies<\/strong>&#8230;<\/p><\/blockquote>\n<p>and it defines a &#8220;religious organization&#8221; as<\/p>\n<blockquote><p>An entity that is organized and <strong>functions primarily to perform religious ministries<\/strong> to a non-military lay constituency <span style=\"text-decoration: underline;\"><strong>and<\/strong><\/span> that has <strong>met the religious purposes test of section 501(c)(3)<\/strong> of title 26, United States Code&#8230;<\/p><\/blockquote>\n<p>While the American Humanist Association is clearly not a religious organization (the AHA calls it a &#8220;<a href=\"http:\/\/www.americanhumanist.org\/Humanism\">life philosophy<\/a>&#8220;), this particular paragraph is\u00a0the one upon which\u00a0Torpy is relying:\u00a0 Tax code recognition can justify status as a &#8220;religious&#8221; organization.\u00a0 But for the uninitiated, the quote above is known as a &#8220;compound sentence,&#8221; in this case two parts joined by &#8220;and&#8221; &#8212; a conjunction that requires <em>both<\/em> statements to be true.<\/p>\n<p>The latter half does, indeed, say a tax recognition can be used to determine an organization&#8217;s status as &#8220;religious.&#8221;\u00a0 But the <em>first<\/em> half of the sentence says the group must function &#8220;primarily to perform <em>religious<\/em> ministries.&#8221;\u00a0 There are no conceivable circumstances under which a non-religious &#8220;group,&#8221; such as the atheism Torpy represents, can be said to perform a religious ministry.<\/p>\n<p>Of course, Torpy has never let the facts get in the way of his agenda before &#8212; as when he <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/03\/03\/maaf-misrepresents-data-in-brief-to-white-house\/\">misrepresented religious demographics<\/a> in a brief to the White House a few years ago.\u00a0 At the time, he\u00a0claimed that troops with &#8220;no religious preference&#8221; should be lumped in with atheists and agnostics, which increased the number of &#8220;atheists in the military&#8221; from 0.5% to 23.4%.\u00a0 While these numbers continue to be repeated, even <a href=\"http:\/\/christianfighterpilot.com\/blog\/2013\/06\/25\/military-atheist-chaplain-amendment-fails\/\">just weeks ago<\/a>,\u00a0it seems some members of Congress have been doing their own research, with <a href=\"http:\/\/www.nola.com\/politics\/index.ssf\/2013\/07\/house_passes_fleming_measure_t.html\">Rep Fleming saying<\/a><\/p>\n<blockquote><p>Opponents of my amendment <strong>make vastly exaggerated claims about the religious demographics<\/strong> of the military.&#8221;<\/p>\n<p>Fleming said <strong>less than one percent of service members identify themselves as atheists<\/strong>, &#8220;and all chaplains stand ready to serve any member of the Armed Forces, regardless of whether he or she shares the chaplain&#8217;s faith.&#8221;<\/p><\/blockquote>\n<p>As an aside, it has been fascinating to watch the in-fighting among non-theists about whether a humanist is an atheist, or an atheist a humanist, or whether either is a religion.\u00a0 For example, Fleming&#8217;s bill has been most often characterized as <a href=\"http:\/\/www.christianpost.com\/news\/house-gop-vote-to-ban-atheists-from-serving-as-military-chaplains-100870\/\">blocking &#8220;atheist chaplains,&#8221;<\/a> leading some opponents to say it does nothing to stop <em>humanist<\/em> chaplains (including Jason Heap, <a href=\"http:\/\/christianfighterpilot.com\/blog\/2013\/07\/23\/humanist-seeks-to-be-navy-chaplain\/\">previously mentioned<\/a>).\u00a0 (Those same critics go on to criticize Fox News for not understanding the difference between an atheist and a humanist.)\u00a0 But then there&#8217;s an <a href=\"http:\/\/www.religiondispatches.org\/dispatches\/guest_bloggers\/7209\/tony_perkins__atheists_can_t_be_chaplains\/\">article from a &#8220;humanist chaplain&#8221; at Harvard<\/a> who explicitly says he\u00a0<em>is<\/em> an atheist chaplain.<\/p>\n<p>As was said long ago in this years-long conversation about atheist chaplains, if they can&#8217;t agree among themselves about their own belief &#8220;system,&#8221;
