{"id":13374,"date":"2011-10-05T02:30:26","date_gmt":"2011-10-05T07:30:26","guid":{"rendered":"http:\/\/christianfighterpilot.com\/blog\/?p=13374"},"modified":"2017-03-30T22:31:43","modified_gmt":"2017-03-31T01:31:43","slug":"usafa-staff-investigated-for-mrff-complaint","status":"publish","type":"post","link":"https:\/\/christianfighterpilot.com\/blog\/2011\/10\/05\/usafa-staff-investigated-for-mrff-complaint\/","title":{"rendered":"USAFA Staff Investigated for MRFF Complaint?"},"content":{"rendered":"<p>The Associated Press has distributed an article indicating the military is <a href=\"http:\/\/www.airforcetimes.com\/news\/2011\/09\/ap-air-force-academy-report-probe-accreditation-092011\/\">&#8220;investigating&#8221; the US Air Force Academy<\/a> for issues with its accreditation.<\/p>\n<blockquote><p>A document obtained by AP says the Air Force inspector general ordered a formal investigation into complaints that the academy\u2019s dean and vice dean of faculty gave incorrect information to the Higher Education Commission of the North Central Association of Colleges and Schools.<\/p>\n<p>The document says the vice dean was accused of making \u201ca false official statement\u201d and the dean was accused of \u201cinaccurately portraying\u201d faculty credentials.<\/p><\/blockquote>\n<p>&#8220;The document&#8221; appears to be the response by the Inspector General to the two complainants.\u00a0 The two are reportedly anonymous, <a href=\"http:\/\/www.csindy.com\/colorado\/shaking-the-foundation\/Content?oid=2377508\">though one self-identifies<\/a> as an Air Force officer, faculty member, and Academy graduate.<\/p>\n<blockquote><p>In the Inspector General&#8217;s letter <!--more-->to the complainants, Col. John R. Taylor, director of Senior Official Inquiries, notes that a complaint analysis has been conducted into the allegations&#8230;<\/p>\n<p>&#8220;As a result of that analysis,&#8221; Taylor writes, &#8220;the Inspector General has directed a formal investigation into your case&#8230;&#8221;<\/p><\/blockquote>\n<p>The AP article said<\/p>\n<blockquote><p>The complaint that triggered the investigation alleges that about 60 percent of academy cadets who took introductory calculus classes between 1996 and 2006 were taught by instructors who did not have master\u2019s degrees in mathematics, statistics or mathematics education.<\/p><\/blockquote>\n<p>Interestingly, noted MRFF activist and now-<em>former <\/em>USAFA faculty member R. David Mullin publicly\u00a0<a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/03\/23\/michael-weinstein-incites-faculty-against-usafa-2\/\">filed a complaint over this <em>precise <\/em>issue<\/a> just a few months ago (and one of his co-plaintiffs in the ill-advised <em><a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/02\/01\/mrff-sues-usafa-over-mcclary-invitation\/\">Mullin v Gould<\/a> <\/em>was an anonymous active duty, USAFA graduate faculty member).\u00a0 (Mullin previously tried to <a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/03\/23\/michael-weinstein-incites-faculty-against-usafa-2\/#comment-17072\">distance his association with the MRFF<\/a> from his complaints.)\u00a0 It seems &#8220;the document&#8221; in question was provided to, and thus <a href=\"http:\/\/www.csindy.com\/colorado\/shaking-the-foundation\/Content?oid=2377508\">announced by<\/a>, the <em>Colorado Springs Independent<\/em>&#8216;s Pam Zubeck, who also publicized Mullin&#8217;s original complaint.\u00a0 Zubeck has been a virtual PR arm of the MRFF.\u00a0 Notably, at the time her <em>CSIndy <\/em>article on this topic was the only one featured on the MRFF website that had <em>no<\/em> public connection to the MRFF.<\/p>\n<p>The impetus behind the complaint (or, more importantly, its publicity) is likely evident.<\/p>\n<p>This has all been discussed before.\u00a0 It seems the &#8220;embarrass&#8221; step of the <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/06\/23\/gazette-chronicles-weinstein-method\/\">Weinstein Method<\/a> has been put in use, after critics were burned in losing the latest in a string of lawsuits against USAFA, and Weinstein having the\u00a0<a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/09\/01\/usafa-is-done-with-michael-weinstein\/\">USAFA door closed in his face<\/a> after losing his self-described &#8220;<a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/09\/20\/bat-signal-busted-weinstein-declares-war-back-on\/\">bat signal<\/a>.&#8221;<\/p>\n<p>As <a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/03\/23\/michael-weinstein-incites-faculty-against-usafa-2\/\">previously discussed<\/a>, Michael Weinstein has frequently taken to &#8220;throwing mud against the wall and seeing what sticks.&#8221;\u00a0 Notably, Mullin&#8217;s original complaint included not only accusations of inappropriate credentials, but also broad, unrelated accusations of Constitutional violations.\u00a0 If Mullin&#8217;s missive was, indeed, the source complaint, it would seem some of his laundry list of unrelated accusations may have been filtered out and found unactionable.\u00a0 The article neglects to mention that detail.<\/p>\n<p>As noted long ago, IG complaints are generally <a href=\"http:\/\/christianfighterpilot.com\/2007\/01\/01\/93\/\">win-win for Weinstein<\/a> and his allies.\u00a0 The complaint is free, and anyone can make it.\u00a0 The military is obligated to respond (though <em>how<\/em> it responds is a point of debate).\u00a0 If an investigation ensues, it isn&#8217;t public &#8212; but the critics will know about it, and <em>they<\/em> can choose to publicize it to try to humiliate their target, even if the accusation itself is never substantiated.<\/p>\n<p>If the IG finds fault &#8212; <em>any<\/em> fault &#8212;\u00a0the MRFF will announce a &#8220;victory.&#8221;\u00a0 If the IG doesn&#8217;t find fault, they&#8217;ll cry foul, cover-up, and announce an upcoming lawsuit.\u00a0 In every case, they end up diverting a significant amount of military resources to end-run the military in achieving their personal agenda of coercion.<\/p>\n<p>Notably, Zubeck does a fairly effective job of painting the most dire picture, highlighting the fact General Dana Born and Col Richard Fullerton (the Dean and Vice Dean, respectively) could face<\/p>\n<blockquote><p>court-martial with punishment that includes dishonorable discharge, forfeiture of pay and prison time.<\/p><\/blockquote>\n<p>That the investigation has barely (if even) started, and that such punishment would likely only be a response to evidence of an egregious level of malice, seem to be insignificant details.\u00a0 In so doing, however, Zubeck effectively helps the critics achieve their objectives of embarrassing USAFA using information only the critics provide &#8212; and USAFA cannot rebut.<\/p>\n<p>Keep in mind, too, the supposed &#8220;gravity&#8221; of these accusations, as evidenced by Zubeck&#8217;s ominous words.\u00a0 General Born is reportedly being investigated for telling a reporter<\/p>\n<blockquote><p>&#8220;All the instructors we have, have graduate degrees in the areas they&#8217;re teaching or a related field.&#8221;<\/p><\/blockquote>\n<p>Likewise, Col Fullerton is reportedly being investigated for signing off on a report\u00a0that said<\/p>\n<blockquote><p>All faculty members are required to have at least a Masters Degree in a field related to the discipline they are teaching.<\/p><\/blockquote>\n<p>These statements are apparently at issue because of accusations some faculty (according to Zubeck, &#8220;dozens&#8221;) have<em> not<\/em> had a Masters Degree in the disciplines in which they taught.\u00a0 In fact, Zubeck specifically lists\u00a0four instances (without verifiable details).\u00a0 In all but one, the instructors taught a foreign language while having degrees in other fields.<\/p>\n<p>And, thusly, Zubeck demonstrates a weakness in her journalism.<\/p>\n<p>The report over which the IG is supposedly investigating Col Fullerton\u00a0(<a href=\"http:\/\/www.usafa.edu\/?catname=Dean%20of%20Faculty\">available here<\/a>) makes the following note:<\/p>\n<blockquote><p>Almost all USAFA civilian faculty members hold PhDs or terminal degrees in their fields, with the exception of a number of instructors <em>hired <\/em>by the Foreign Language Department <em>for their demonstrated skill and experience<\/em> in speaking, writing, and teaching their respective languages. [emphasis added]<\/p><\/blockquote>\n<p>That statement specifically references civilians, and there does not appear to be a similar statement about military instructors and Masters Degrees.\u00a0 However, the same policy appears to be in place.\u00a0 The <a href=\"http:\/\/www.usafa.edu\/df\/dff\/teach.cfm\">USAFA Department of Foreign Languages website<\/a> says it hires (emphasis added)<\/p>\n<blockquote><p>Officers with language qualifications (certified through the Defense Language Proficiency Test, DLPT) and a master\u2019s degree (<strong><em>in any field<\/em><\/strong>)&#8230;<\/p><\/blockquote>\n<p>Thus, the Academy is publicly advertising the fact it is recruiting active duty instructors who are proficient in the language, even if they don&#8217;t have a related degree.\u00a0 This may be due in part to the attempt to meet the mission needs of the Air Force.\u00a0 USAFA has reportedly increased its number of foreign language instructors due to the increased importance of foreign language requirements in the operational\u00a0Air Force.\u00a0 In fact, the need is so great the site says<\/p>\n<blockquote><p>All Air Force officers with foreign language skills (Arabic, Chinese, French, German, Japanese, Portuguese, Russian, Spanish) and a Master&#8217;s Degree already in-hand should contact us ASAP!<\/p><\/blockquote>\n<p>This does not so much contradict the Dean and Vice Dean as it may indicate the lack of a &#8220;qualifier&#8221; in their comments, which may or may not be necessary.\u00a0 Remember, the two are effectively being accused of <em>lying <\/em>with the intent to mislead by making their statements.\u00a0 Since the information was not only already public but was also excepted in the\u00a0accreditation report, proving the two had an intent to <em>deceive <\/em>&#8212; a requirement of the charges raised by Zubeck &#8212; will be difficult.<\/p>\n<p>Note that, according to the press, no one is investigating the quality of the USAFA education or questioning the wisdom of such instruction, even if the substance of the allegations is true. The <em>only <\/em>thing being investigated is the specific words two officers used.\u00a0 Thus, the results of this investigation\u00a0will have no (positive) impact on future mission accomplishment at USAFA.<\/p>\n<p>Ironically (or not), <em>CSIndy <\/em>reporter Pam Zubeck may\u00a0have a journalistic or ethical conflict of interest in this case.\u00a0 The allegation against General Born is in reference to a <em>CSIndy<\/em>\u00a0interview <a href=\"http:\/\/www.csindy.com\/colorado\/degrees-of-separation\/Content?oid=1963572\">reported by\u00a0<em>Zubeck<\/em> herself late last year<\/a>.\u00a0 It\u00a0does seem a little odd that a General officer intending to &#8220;deceive&#8221; the public about USAFA&#8217;s credentials would choose a regional paper with a reported circulation of 36,000.<\/p>\n<p>Given the relative unimportance of the factors in the investigation, the obscurity of the details, as well as the fact the investigation&#8217;s results will have no (positive)\u00a0impact to USAFA&#8217;s mission, it is somewhat surprising an investigation was launched at all.\u00a0 It is highly unlikely a reasonable observer would conclude the two officers were attempting to deceive with their statements.<\/p>\n<p>None of this has anything to do with religious freedom, of course; then again, neither does Michael Weinstein or his allies, at least in an affirmative or positive sense.\u00a0 For them, it is likely far more basic: They&#8217;ve been embarrassed in the news; someone has to pay, and it seems the critics are more than willing to drag USAFA through the mud to see their personal vendetta &#8212; or vengeance &#8212; through.<\/p>\n<p>Weinstein long ago declared he &#8220;designed&#8221; his non-profit charity &#8220;for two things &#8211; litigation and agitation.&#8221;\u00a0 The litigation by the former JAG has been a <a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/02\/10\/usafa-lawsuit-dismissed-weinstein-goes-0-for-4\/\">wholesale failure<\/a>, at least if one measures success by victories in the courtroom.\u00a0 (If\u00a0success is based on\u00a0publicity and fundraising, the result may be different.)\u00a0 The &#8220;agitation&#8221; and attempted intimidation by Weinstein, seemingly joined on occasion by his allies, is fairly well documented, including the <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/06\/03\/weinstein-fails-to-intimidate-with-lawsuit-military-complaint\/\">self-professed implication<\/a> he would &#8220;utterly destroy[]&#8221; a critic by causing him to &#8220;lose everything he owned, everything his children might come to own, and everything any of them ever hoped to own.&#8221;<\/p>\n<p>The point is clear:\u00a0 Those who oppose Weinstein and his allies will suffer for it; just ask the <em><a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/02\/11\/weinstein-threatens-legal-action-against-gazette\/\">Colorado Springs Gazette<\/a><\/em>, <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/02\/03\/mrff-threatens-trijicon-with-legal-action\/\">Trijicon<\/a>, and a random <a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/08\/23\/weinstein-targets-jewish-parents-over-defense-of-usafa\/\">Jewish soccer mom<\/a>, for starters.\u00a0 As the USAFA staff appears to be discovering, they can expect &#8220;attacks&#8221; even\u00a0from angles that have nothing to do with &#8220;religious freedom.&#8221;\u00a0 Anything that embarrasses, impedes, distracts,\u00a0or silences the MRFF&#8217;s critics will do.<\/p>\n<p>Fortunately, General Gould and the USAFA staff appear to be holding firm in their efforts to do the right thing.\u00a0 Hopefully, their example will be one for others to follow.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Associated Press has distributed an article indicating the military is &#8220;investigating&#8221; the US Air Force Academy for issues with its accreditation.
