the\u00a0military, while the Appropriations Act funds it.)\u00a0 It included an amendment affecting funding for Chaplain training, intended to prohibit them from performing &#8216;homosexual marriage&#8217; ceremonies in military chapels, regardless of state law.\u00a0 It was intended to ensure military policy remained <!--more-->consistent with federal law (the Defense of Marriage Act, or DOMA).\u00a0 Another amendment by Representative Virgina Foxx (R-NC) banned the use of funds in contradiction with DOMA.<\/p>\n<p>The first amendment,\u00a0sponsored by <a href=\"http:\/\/huelskamp.house.gov\/index.php?option=com_content&amp;view=article&amp;id=3430:huelskamp-amendment-to-prohibit-navy-chaplains-from-performing-same-sex-marriages-on-military-bases-passes&amp;catid=48:2011-press-releases\">Representative Tim Huelskamp<\/a> (R-Ka), was generated by the controversy over the <a href=\"http:\/\/christianfighterpilot.com\/blog\/2011\/05\/11\/navy-chaplain-reverses-course-on-gay-marriage\/\">Navy&#8217;s short-lived memo<\/a> specifically stating Chaplains could perform &#8216;gay&#8217; marriage ceremonies after the repeal of DADT.<\/p>\n<p>President Obama has reportedly threatened to veto the bill for a variety of reasons, though it passed with a <a href=\"http:\/\/www.foxnews.com\/us\/2011\/07\/08\/house-passes-64b-defense-spending-bill\/\">veto-proof 336-87 majority<\/a>.\u00a0 The Senate has yet to generate a bill, which will have to be passed, followed by the reconciliation of the bills in conference and a possible re-vote.<\/p>\n<p><a href=\"http:\/\/www.frc.org\/get.cfm?i=PR11G06&amp;f=RF07B02\">Both amendments<\/a> were <a href=\"http:\/\/www.frc.org\/get.cfm?i=PR11G05&amp;f=RF07B02\">praised by the Family Research Council<\/a>.<\/p>\n<p class=\"smallfont\">Also noted at the <a href=\"http:\/\/www.christianpost.com\/news\/house-tries-to-block-same-sex-marriages-in-military-52060\/\">ChristianPost<\/a>\u00a0and the <a href=\"http:\/\/www.armytimes.com\/news\/2011\/07\/ap-house-votes-to-stop-same-sex-marriages-on-base-070811\/\">Army Times<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The US House of Representatives passed the 2012 Defense Appropriations bill last week.\u00a0 (The previously-passed Defense Authorization Act &#8216;authorizes&#8217;
