{"id":11676,"date":"2011-06-30T03:00:46","date_gmt":"2011-06-30T08:00:46","guid":{"rendered":"http:\/\/christianfighterpilot.com\/blog\/?p=11676"},"modified":"2011-07-06T23:40:23","modified_gmt":"2011-07-07T04:40:23","slug":"ig-pentagon-dadt-report-had-pro-repeal-agenda","status":"publish","type":"post","link":"https:\/\/christianfighterpilot.com\/blog\/2011\/06\/30\/ig-pentagon-dadt-report-had-pro-repeal-agenda\/","title":{"rendered":"IG: Pentagon DADT Report had &#8220;Pro-Repeal Agenda&#8221;?"},"content":{"rendered":"<p>The Department of Defense Inspector General recently issued\u00a0a report of its investigation into the <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/11\/15\/defense-department-investigates-dadt-survey-leak\/\">improper &#8220;leak&#8221; last fall<\/a> of the DoD survey on the policy most often known as &#8220;Don&#8217;t Ask, Don&#8217;t Tell.&#8221;\u00a0 (Ironically, the publicized IG report &#8212; <a href=\"http:\/\/cmrlink.org\/HMilitary.asp?docID=397\">available on a public website<\/a> &#8212; is also annotated &#8220;For Official Use Only,&#8221; as was the leaked survey.)<\/p>\n<p>The DoD IG appears to have come to the same conclusion as many critics of the report did last year:\u00a0 the statistics were creatively <!--more-->presented so as to suggest a &#8220;pro-repeal&#8221; agenda.<\/p>\n<p>The report was focused on the improper leak of the survey results.\u00a0 The IG obtained sworn affidavits from all but 5 people who had access to the report, all saying they did not release the information.\u00a0 (The remaining 5 were White House staffers.)\u00a0 While the IG was unable to identify the leaker, it did <a href=\"http:\/\/www.wnd.com\/index.php?fa=PAGE.view&amp;pageId=316273\">describe his motives<\/a>:<\/p>\n<blockquote><p>&#8220;The DoD IG report concluded that someone who &#8216;had a strongly emotional attachment to the issue&#8217; and &#8216;likely a pro-repeal agenda&#8217; violated security rules and leaked selected, half-true information to the Washington Post,&#8221; [Elaine Donnelly] explained.<\/p>\n<p>That was the &#8220;70 percent&#8221; figure that has been discussed as the percentage of active-duty and reserve troops &#8220;not concerned about repeal of the law.&#8221;<\/p><\/blockquote>\n<p>Part of the justification for this assignment of motivation was the source&#8217;s specific use of the survey data, that is, the &#8220;70% of troops&#8230;&#8221; figure:<\/p>\n<blockquote><p>We considered that the primary source&#8217;s likely pro-repeal sentiment was further demonstrated by his\/her inclusion of the key 70 percent figure in the information provided to the Washington Post.<\/p>\n<p>Had [the source] desired to further an anti-repeal bias for the article, he\/she could likewise have combined four results categories from that same survey question to conclude that &#8220;82 percent of respondents said the effect of repealing the &#8216;Don&#8217;t Ask, Don&#8217;t Tell&#8217; policy would be negative, mixed or no effect.&#8221;<\/p><\/blockquote>\n<p>Of course, the characterization of the data the IG is calling &#8220;bias&#8221; was, in fact, exactly how it was portrayed within the report itself as well as to the general public (as was <a href=\"http:\/\/christianfighterpilot.com\/blog\/2010\/12\/01\/dadt-survey-doesn%e2%80%99t-say-what-you-think-it-says%e2%80%a6\/\">noted here at the time<\/a>).<\/p>\n<p>Another important detail has been highlighted by Elaine Donnelly of the Center for Military Readiness.\u00a0 The IG report indicates an early draft of the report in July 2010 &#8212; <em>before <\/em>the survey was sent out to troops and their families &#8212; already indicated general support for repeal from the troops.\u00a0 Donnelly said this was evidence the entire survey was a sham &#8212; nothing more than using the troops as &#8220;<a href=\"http:\/\/www.onenewsnow.com\/Security\/Default.aspx?id=1380470\">props in a campaign<\/a>&#8221; whose purpose was to generate momentum for repeal regardless of the truth.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Defense Inspector General recently issued\u00a0a report of its investigation into the improper &#8220;leak&#8221; last fall of the DoD survey on the policy most often known as &#8220;Don&#8217;t Ask, Don&#8217;t Tell.&#8221;\u00a0 (Ironically, the publicized IG report &#8212; available on a public website &#8212; is also annotated &#8220;For Official Use Only,&#8221; as was the leaked survey.)
